Description
The Drug Enforcement Administration is soliciting a firm-fixed-price contractor to perform a comprehensive Building Condition Assessment and Building Engineering Report for its Aviation Operations Center at Alliance Airport. The work includes visual inspection of the building interior and exterior, grounds, structural elements, roofing, HVAC, plumbing, electrical, fire and life-safety systems, elevators, accessibility features, energy-conservation opportunities, force-protection and antiterrorism components, and other building systems. Destructive inspection and engineering design are excluded from the base scope. The contractor must provide a multidisciplinary team including a licensed architect, civil, structural, mechanical, electrical, and fire-protection engineers, plus an elevator specialist. Deliverables include a trip report, draft and final reports, photographs, deficiency evaluations, prioritized repair and alteration recommendations, cost estimates, a scheduled operations-and-maintenance plan, and post-inspection review support. The technical proposal is limited to 20 pages and must address technical capability, key personnel, and past performance; the business proposal must include pricing for all contract line items and required company and representation information. The procurement is a 100% small-business set-aside, requires attendance at the October 26, 2026, site visit, and has a stated period of performance from December 13, 2026, through December 12, 2027.
