Description
Elsinore Valley Municipal Water District is seeking up to three qualified firms to provide on-call, as-needed construction inspection services for development and capital improvement projects. The scope may include inspection of earthwork and grading; water, recycled water, and sewer pipelines and appurtenances; pump stations, reservoirs, sewage lift stations, and related structural and concrete work; and mechanical, electrical, control, HVAC, fiber optic, telemetry, generator, and radio-tower systems. Inspectors must monitor compliance with plans, specifications, permits, traffic control, safety requirements, and applicable construction standards; attend project meetings; maintain daily reports, photographs, redlines, and punch lists; and submit reports and time entries through the District's online permit portal. The District anticipates requiring up to 14 inspectors. Respondents must provide qualified personnel, resumes, representative project experience, three references, a detailed approach, a cost proposal with regular, overtime, and prevailing-wage hourly rates, and the required conflict-of-interest, insurance acknowledgment, public-works registration, and addendum forms. The initial term is anticipated to run from February 1, 2027, through January 31, 2029, with up to two additional one-year extensions. Proposals must be submitted electronically through the PlanetBids Vendor Portal.
