Description
The State of Vermont, through the Agency of Human Services, Department of Disabilities, Aging and Independent Living, and Division of Vocational Rehabilitation, is seeking one or more contractors to provide affiliate counselor network administration and payment services for HireAbility Vermont. The contractor must operate a secure, internet-based contract administration and payment system; recruit, screen, recommend, and administer independent affiliate counselors; process payments and tax reporting; maintain contractor records; verify credentials and licenses; and provide help-desk support during State business hours. The network historically includes approximately 60–90 counselors and must support both in-person and telehealth services across a State-defined geographic area. Required reporting includes monthly utilization reports, invoices, and recurring affiliate network reports containing counselor locations, specialties, contact information, insurance panels, availability, jurisdictions, and licenses. Proposals must address organizational capacity, relevant experience, data security and confidentiality, technology and reporting, staffing, capacity, pricing, at least three recent comparable references, a sample applicable report, and the required Certificate of Compliance and Price Schedule. The contract period is five years, with an anticipated start date of April 1, 2027.
