Description
The City of Roseville is soliciting proposals from qualified consultants to provide on-call construction resident engineering, construction inspection, and related construction management services under a three-year master professional services agreement with two one-year extension options. The City may select up to five consultants, with task agreements issued as needed for locally, state, FHWA-funded, and FTA-funded projects; no minimum or maximum workload is guaranteed. Assignments may include roadway and bike-trail construction, traffic signals, drainage, grading, erosion and sediment control, bridges, retaining walls, buildings, and sewer, water, and reclaimed-water utilities. Services include resident engineering, project inspection, quality control, safety monitoring, SWPPP/BMP monitoring, claims mitigation, document control, submittal and change-order review, progress payment estimates, certified payroll review, record drawings, site documentation, and construction management. Proposers must identify three special inspection firms, including one subcontractor, and all identified firms must appear on the City of Roseville Building Division’s 2025 Approved Special Inspection Agencies Roster. The procurement is quality-based under the Brooks Act, and the cost proposal is used for negotiation rather than scored selection.
