Information Technology Professional Services Retainer Contract

The State of Vermont, through the Department of Buildings and General Services, Office of Purchasing & Contracting, is seeking to pre-qualify information technology vendors for one or more professional service categories under a statewide IT retainer contract. Categories include business analysis and project management, infrastructure and network support, SharePoint and enterprise content management, GIS, cybersecurity and incident response, strategic planning, database and data engineering, enterprise resource planning, Agile coaching, mobile and web application development, analytics and data science, DevOps, technical architecture, user research and design, software license optimization, and Salesforce support. Qualified vendors will provide services through future, agency-specific Statements of Work. The solicitation does not purchase hardware or software; vendors must submit a cover letter, technical response, completed Attachment A1 with on-site and remote hourly rates, and a signed Certificate of Compliance. The resulting retainer contract is scheduled to run from February 1, 2027, through January 31, 2032, with a complete refresh anticipated at the end of that term.
