Description
The U.S. Department of Housing and Urban Development's Office of Multifamily Housing is soliciting small-business contractors to perform onsite inspections and related construction administration for new construction, substantial rehabilitation, Section 223(f) repairs, application-phase site visits, pre-construction conferences, and guarantee/warranty inspections. Services will support HUD's review of multifamily housing construction and rehabilitation projects across five regions: Northeast, Southeast, Midwest, Southwest, and West. Contractors must provide qualified project managers, alternate managers, construction inspectors, quality-control personnel, geographic coverage, travel, equipment, photographs, HUD reporting, and an approved web-based tracking system with continuous read-only Government access and weekly updates. Virtual inspections are not permitted, and contractor travel costs must be included in firm-fixed unit prices. Required work includes monthly and additional site inspections; evaluation of construction progress, contract compliance, accessibility, labor and EEO requirements, stored materials, requisitions, change orders, architect services, and critical construction phases; preparation of HUD-95379 trip reports and other HUD forms; construction records; transition-in and transition-out support; and quality-control and performance-management activities. Deliverables generally must be submitted electronically within five business days of the applicable inspection or event. The contract is a firm-fixed-price, multiple-award IDIQ with a five-year base period, regional ordering limits, and an anticipated master IDIQ maximum ceiling of $37,000,000. The amendment clarifies that the acquisition is a total small-business set-aside, proposals for multiple regions must be submitted as separate complete regional proposals, and the Technical Approach Narrative is limited to five pages.
