Description
Monmouth County seeks contractors to provide Work First New Jersey employment-directed activities for adults receiving TANF, SNAP, and/or General Assistance benefits, including Able-Bodied Adults Without Dependents. Services are intended to help participants obtain and retain unsubsidized employment and achieve self-sufficiency. Required activities may include life-skills and job-skills training, job search and job readiness, digital and financial literacy, occupational skills training leading to industry-recognized credentials, community service, English as a Second Language, GED preparation, substance-abuse or mental-health treatment, employment counseling, outreach, job coaching, placement, and supportive services such as childcare and transportation assistance. Contractors must provide continuous, countable activities meeting applicable participation requirements, maintain client files and attendance records, submit weekly and monthly reports, support client engagement and re-engagement, and coordinate with county case managers and workforce partners. Proposals must include a program narrative, detailed budget and budget justification, completed county forms, organizational and staffing information, curriculum and schedules, past-performance information, and specified certifications and supporting materials. The initial contract period is November 1, 2026, through September 30, 2027, with one one-year renewal option. Funding is cost-reimbursement based and undetermined; the prior year's total funding was $100,000.
