Description
The Lowell Housing Authority is requesting proposals from qualified inspectors to perform a limited number of National Standards for the Physical Inspection of Real Estate (NSPIRE) and Massachusetts Sanitary Code inspections for approximately 1,000 to 1,250 subsidized units annually. The work covers units contracted under the Housing Choice Voucher Program, the Lowell Rental Assistance Program, and the Massachusetts Rental Voucher Program, with services limited to annual inspections and re-inspections in Lowell and surrounding communities. The inspections require qualitative and historical review of inspection-related conditions. The solicitation identifies a three-year service period and does not permit electronic quotes.
