Description
The Vermont Department of Mental Health is seeking one or more contractors to recruit, hire, and supervise peer support providers serving as Patient Representatives for youth and adults in designated hospitals, residential treatment programs, and a psychiatric residential treatment facility. Patient Representatives will educate individuals about their rights, advocate alongside them, foster communication, support self-advocacy, provide individual or group peer support when requested, attend treatment-related meetings at the individual's request, and maintain strict confidentiality. Services must follow Intentional Peer Support principles and Vermont's Peer Support Code of Ethics, with compliance with facility rules, training, privacy, safety, and background-check requirements. Contractors must develop facility-specific memoranda of understanding, provide required training and supervision, submit monthly activity updates and quarterly performance reports, and explain how they will comply with restrictions on medical advice, clinical decisions, protected health information, documentation, and external provider contacts. Proposals must address organizational capacity, approach and methodology, timeline, reporting and compliance, pricing, sample reporting, and references. The solicitation anticipates a one-year contract with up to four additional twelve-month renewal periods and may result in multiple awards.
