Description
The Massachusetts Department of Public Health's Massachusetts Tobacco Cessation and Prevention Program is seeking Massachusetts public colleges and universities to implement evidence-based or evidence-informed tobacco and nicotine prevention and cessation activities for young adult students. Activities may include campus health promotion events, cessation referrals, tobacco-free and nicotine-free policy implementation, student and peer-leader training, outreach, surveys, evaluation, interpreter services, and related student supports. Applicants must have a fully executed contract under RFR #247134. Selected institutions must collaborate with the program, submit workplans and reports, provide aggregated evaluation data, attend racial-equity training, and submit quarterly invoices. Approximately eight to ten institutions are expected to receive awards of $11,000–$15,000 annually, with an estimated total procurement value of $562,500 including renewals. Responses must include a narrative proposal of no more than five pages, a cover page, resumes, a detailed budget using the provided template, and the requested activity timeline, evaluation approach, collaboration plan, equity strategy, and budget justification. The engagement has an anticipated initial duration of nine months, followed by three one-year renewal options, ending June 30, 2030.
