Description
The University of Massachusetts is seeking an established commercial Master Data Management platform—not a custom-built MDM solution—and implementation services for Phase 1 of an enterprise Person-domain initiative. The solution must replace the current custom identity-reconciliation capability across all five campuses and the President's Office, preserve existing enterprise GUIDs and source-system relationships, support approximately 1.3 million current IAM identities and a historical Person universe of approximately 4 million records, and handle populations such as staff, faculty, students, applicants, alumni, contingent workers, and other affiliates. Required capabilities include deterministic and probabilistic matching, survivorship, suspense and stewardship workflows, affiliation and lifecycle management, auditability, and future support for additional master-data domains and federated campus operating models. The implementation must integrate four authoritative source environments—central PeopleSoft HR, three PeopleSoft student environments—and the Oracle-based IAM environment, with Boomi AtomSphere as the default integration control plane. The proposal should address migration and data quality, architecture, security and privacy, implementation methodology, testing, training, support, licensing, and firm-fixed implementation pricing. Real-time or event-driven processing is not mandatory for Phase 1, and a mandatory long-term managed-services arrangement is not assumed. UMass anticipates beginning implementation in early 2027 but has not prescribed a fixed go-live date or implementation duration. The five-year term in the pricing structure applies to product subscription/licensing and support, separate from implementation services.
