Description
The University of Massachusetts System is seeking a qualified consultant to perform comprehensive facility condition assessment, capital planning, and related advisory services across the Amherst, Lowell, Chan Medical School, Dartmouth, and Boston campuses. The work includes visual, non-invasive assessments of buildings, site infrastructure, and major systems; deficiency identification and prioritization; remaining-useful-life analysis; repair, renewal, and replacement cost estimating; Facility Condition Index (FCI) calculations; and recommendations supporting deferred maintenance, capital renewal, accessibility, sustainability, resiliency, energy, emissions, and asset-management planning. The selected consultant will provide a consistent systemwide methodology, project management, stakeholder coordination, quality assurance, campus-level and systemwide reports, prioritized deficiency inventories, capital renewal plans, funding scenarios, annual investment projections, executive presentations, and electronic data in editable, searchable, sortable, and exportable formats, potentially through an online portal or equivalent system. Proposals must include the respondent's qualifications, key personnel, relevant project experience, methodology, work plan and schedule, sample deliverables, proposed software or data tools, stakeholder-engagement approach, assumptions and exclusions, and fixed-fee pricing. The proposal may not exceed 25 pages, and the University prefers one consolidated proposal document.
