Description
The City of Sacramento's Economic Development Department is seeking a qualified consultant to develop a five-year Economic Development Strategic Plan. The work includes project initiation and management; review of city and regional plans; quantitative and qualitative market, demographic, workforce, industry, real estate, infrastructure, housing, regulatory, and competitive-position analyses; evaluation of priority industry clusters; and analysis of citywide and place-based economic conditions. The consultant must design and implement an inclusive community engagement process; develop an economic development vision, guiding principles, citywide and place-based strategies, program and partnership recommendations, and a business toolkit; and create a phased five-year implementation and performance framework. Deliverables include an accessible, publication-ready, editable strategic plan, executive summary, business toolkit, supporting files, and presentations to City leadership and the City Council. Proposals must include firm experience and comparable projects, a project team, technical approach, work plan, itemized time-and-materials budget, conflicts-of-interest disclosure, signed cover letter, and three specified attachments.
