Description
The California Department of Public Health seeks a contractor to provide scientific, analytical, and technical support for regulations required under Health and Safety Code section 104662(b), concerning restricted school foods and ultraprocessed foods of concern. The scope includes policy and scientific reviews, transparent evidence-evaluation methods, analysis of policy and regulatory approaches, evidence maps and structured or systematic literature reviews, and technical reports, evidence tables, policy matrices, briefings, and consultation materials. The contractor must model potential impacts of regulatory decisions, including effects on food composition, school meal composition, student macronutrient intake, and operational implications. Proposals must address the complete Scope of Work, and the State intends to make a single award to the highest-scoring responsive and responsible proposer. Questions and answers clarify that external commercial food databases are not required, rates must be fully loaded, indirect costs may not exceed 20% of the total amount, electronic or hard-copy proposals are permitted, and a DVBE partner may perform qualifying auxiliary support functions if Commercially Useful Function requirements are met. The contractor must also complete the required conflict-of-interest and food-and-beverage-manufacturer-funding certifications.
