Description
The California Department of Motor Vehicles is soliciting bids for a contractor to provide a secure facility, labor, equipment, transportation, warehousing, preparation, matching, packaging, and mailing of vehicle and trailer license plates, disabled person placards, off-highway vehicle stickers, partial-year registration decals, Commercial Vehicle Registration Act decals, registration certificates, and identification cards. The scope includes inventory control, daily pickups, secure handling of DMV property, matching plates or decals to certificates and identification cards, presorting mail, production reporting, exception handling, and timely delivery to the United States Postal Service, a mail presort contractor, DMV offices, or other designated locations. The contractor must operate within 25 miles of DMV Headquarters, provide a secured facility of at least 3,000 square feet, maintain suitable transport vehicles and equipment, obtain a California Motor Carrier Permit, and ensure personnel complete required background checks and security clearances. Estimated base-term volume is 7,575,000 processed items, with additional estimated volumes for two one-year extensions. The contract term is 36 months with two one-year option periods. Bids must include the required bid forms, cost sheet, facility documentation, resume, and Motor Carrier Permit documentation, and must be submitted as one non-fillable PDF by email.
