Description
The North Carolina Department of Agriculture and Consumer Services, through its Structural Pest Control and Pesticides Division, is seeking a contractor to identify sites, coordinate and staff collection events, handle and package pesticide mini-bulk containers and their contents, transport the materials, and arrange compliant recycling or disposal. The work covers pesticide containers holding approximately 56 to 499 gallons, including containers with residual pesticide product, and may include optional education and training for pesticide dealers. The contractor must provide labor, equipment, vehicles, supplies, spill-response materials, packaging, transportation, manifests, disposal tracking, Certificates of Compliance, and regulatory compliance with applicable EPA, DOT, OSHA, and North Carolina requirements. The estimated annual quantities are 25 collection events, 750 mini-bulk/IBC/tote tanks requiring disposal, and 15 cubic yards of empty contaminated container carcasses; quantities are not guaranteed and payment will be based on actual quantities collected. Proposals must describe the technical approach, project organization, facilities and subcontractors, emergency-response procedures, regulatory compliance processes, experience, and references, including at least three similar hazardous-waste disposal contracts performed between 2021 and 2024.
