Description
The Borough of Naugatuck is soliciting unit-price bids for labor, equipment, handling, transportation, recycling, and lawful disposal of mixed hazardous and non-hazardous materials from Parcel Y. The scope includes debris, equipment, drums, pails, small containers, bulk liquids, contaminated and non-contaminated solids, scrap metal, large equipment, appliances, batteries, universal waste, sampling, laboratory analysis, lab packing, overpacking, waste profiling, manifests, shipping papers, and final disposal documentation. Wastes must be transported by Connecticut-permitted hazardous-waste transporters and disposed of at properly permitted facilities. The contractor must provide a site-specific health and safety plan, HAZWOPER-trained personnel, appropriate personal protective equipment, air monitoring as needed, spill prevention and containment, and all required regulatory documentation. The work is subject to Connecticut prevailing-wage requirements and the Davis-Bacon Act. Bidders must attend the mandatory pre-bid site meeting, submit the required proposal and qualification forms, provide evidence of applicable Connecticut Department of Energy and Environmental Protection permits, and furnish bid security, performance and payment bonds, insurance documentation, and other listed forms and certifications.
