Description
The California Department of Transportation is soliciting on-call services for the assessment, preparation, packaging, pickup, transport, disposal, and recycling of hazardous, biological, universal, environmentally regulated, and laboratory-packed waste. The scope includes waste characterization, sampling and laboratory analysis, profiling, labeling, manifesting, cleanup, guidance, recommendations, roadside biohazard cleanup, and delivery of compliant hazardous-waste containers and related materials. Waste streams include paints, solvents, fuels, oils, corrosives, toxic and flammable materials, batteries, lamps, medical sharps, electronic waste, gases, contaminated absorbents, and other regulated materials. Services will be performed at designated maintenance facilities and sites across Placer, Butte, Colusa, Sacramento, Yolo, Yuba, Nevada, Glenn, El Dorado, Sierra, and Sutter Counties. The agreement is expected to run from December 1, 2026, or later approval, through November 30, 2029, and will be issued on an on-call, service-request basis. Bidders must maintain extensive hazardous-material transportation, waste-handling, contractor licensing, laboratory, and motor-carrier credentials. The solicitation requires mailed or hand-delivered bids and awards the agreement to the lowest responsive and responsible bidder.
