Description
The Humboldt Waste Management Authority is seeking a full-service contractor to provide transportation, treatment, disposal, recycling, storage support, and related management services for household hazardous waste and conditionally exempt small quantity generator waste collected at its Permanent Household Hazardous Waste Collection Facility. The scope includes providing drums, boxes, labels, manifests, bills of lading, waste profiles, and other supplies; scheduling and performing pickups; loading and transporting waste; and processing materials at approved, permitted facilities. The contractor must handle materials including RCRA and non-RCRA hazardous waste and PCB-containing waste, and provide certificates of disposal, facility information, and regulatory documentation. The selected contractor must be or subcontract with a Registered Hazardous Waste Hauler and comply with applicable federal, state, and local requirements. Proposals must describe the contractor, qualifications and past projects, personnel and subcontractors, equipment, registration, facility relationships, manifest and tracking procedures, insurance, and technical approach, and must include the provided cost worksheet or a similar format. The contract term is three years, with two optional one-year renewals. Required insurance includes general liability, automobile, pollution, and workers' compensation coverage at the stated minimum levels.
