Description
The City is soliciting proposals for comprehensive residential and light commercial solid waste services within its current corporate limits and any future contiguous annexed areas. The scope includes collection, transportation, lawful disposal or processing of municipal solid waste, yard waste, bulk waste, white goods, brush and limb debris, and waste from designated municipal facilities. Proposers may offer one or more collection alternatives, including manual rear-load, automated side-load, and once- or twice-monthly brush and limb services. Depending on the selected alternative, the contractor must provide and maintain carts, collection vehicles, operating facilities, disposal arrangements, customer-service channels, a mobile-friendly website or application, public education and outreach, reporting, route management, and all related labor, equipment, supervision, permits, and administrative services. The anticipated initial contract term is six years, with up to four additional one-year renewal terms. The proposal must address qualifications, operations and service reliability, customer service, public education, implementation and contract management, and cost. A $25,000 bid bond or certified check is required with the proposal. The selected contractor will later be required to furnish performance and payment bonds, insurance, licenses, permits, and other post-award documents.
