Description

The City of Heath is soliciting proposals for an integrated solid waste and recycling program covering approximately 4,911 residential units, small businesses, commercial accounts, municipal facilities, and permanent roll-off services. Required services include residential solid waste collection; weekly recycling collection using contractor-supplied 96-gallon carts; weekly brush and bulky-item collection; unusual-accumulation collection; commercial dumpster collection; permanent roll-off collection for open-top containers and compactors; and household hazardous waste collection on a call-in basis. The solicitation also requires collection and disposal of waste, processing and marketing of recyclables, provision and maintenance of carts and detachable containers, customer service, GPS-enabled vehicle tracking, reporting, public education, and transition planning. The initial contract term is February 1, 2027, through January 31, 2032, with one additional five-year extension term available by written agreement. The selected contractor must provide new equipment at commencement, maintain vehicles no more than four model years old at commencement and no more than ten years old during the contract, submit detailed operational, transition, disaster-management, equipment, safety, and pricing information, and provide required certifications for proposed recycling and disposal facilities. The first addendum clarifies that HHW pricing must be shown separately from the residential collection rate and that only permanent roll-off services are included in the contract; temporary roll-off services remain open market.
