Description
The California Department of Transportation (Caltrans) is soliciting on-call services for the assessment, preparation, packaging, pickup, transportation, recycling, and lawful disposal of hazardous, biological, universal, laboratory-packed, and other environmentally regulated waste. The scope includes waste characterization and profiling, sampling and laboratory analysis, manifests, cleanup, containerization, guidance, and recommendations. Waste streams may include paints, solvents, fuels, corrosives, toxic and flammable materials, batteries, lamps, medical sharps, e-waste, radioactive-material-containing exit signs, contaminated soil and absorbents, oils, gases, and other regulated materials. The contractor must provide qualified personnel, vehicles, equipment, hazardous-waste containers, laboratory access, transportation, disposal and recycling facilities, documentation, and reporting. Required qualifications and registrations include a Class A General Engineering license, Hazardous Substance Removal certification, motor-carrier and hazardous-material transportation credentials, hazardous-waste transporter registrations, applicable EPA and medical-waste identifiers, HAZWOPER training, and access to appropriately certified analytical laboratories. Services will be issued through service requests and performed at Caltrans District 04 facilities and other designated sites in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma Counties. The agreement is estimated to run from November 30, 2026, through November 29, 2028, subject to approval and notice to proceed.
