This Request for Information seeks industry input on a statewide Single Point of Access for children's behavioral health. The envisioned system would provide a consistent access pathway for children, youth, families, caregivers, providers, schools, hospitals, courts, and other referral sources; conduct screening and triage; arrange standardized comprehensive clinical assessments by qualified clinicians; match individuals to appropriate services; provide warm handoffs; and follow up until connection to recommended care is established. The anticipated model would use a single system of record with state ownership of data and work product, real-time reporting on demand and service capacity, family- and youth-centered engagement, culturally and linguistically responsive delivery, and phased implementation. The RFI also requests feedback on access channels, operating hours, consent, coordination with existing systems, technology and interoperability, staffing and clinical coverage, Rhode Island presence, performance metrics, reimbursement structures, and procurement design. No award will be made from this RFI, and cost proposals are not requested.
