Description
The State of Rhode Island is establishing an open-enrollment qualified vendor list for disaster recovery and restoration services supporting floods, hurricanes, tornadoes, earthquakes, hazardous-material spills, infrastructure failures, bioterrorism, and major information-technology incidents. Required capabilities include 24/7 emergency response, technical guidance, on-site management, mobilization, building and site stabilization, water and fire restoration, content and electronics restoration, environmental services, emergency construction, debris removal and lawful disposal, and related reporting and documentation. Vendors must provide qualified personnel, vehicles, equipment, facilities, and other resources; respond by telephone within one hour, arrive on site within 12 hours of notification or within four hours for a declared emergency, and provide a written scope of work within 24 hours of site assessment. Proposals are evaluated on a pass/fail basis and must address qualifications and experience, organization and capabilities, office locations, and Rhode Island contractor registration. Applicable work must comply with IICRC standards, licensing requirements, prevailing-wage requirements, safety rules, and specified environmental and hazardous-material procedures. Vendors must be able to use Xactimate software for pricing, with profit and overhead markups each capped at 10 percent.
