Description
The Rhode Island Turnpike and Bridge Authority is seeking qualified civil construction firms to provide on-call, as-needed services under separate task orders or purchase orders for a five-year term. The scope includes grading and compaction, asphalt paving, crack filling, seal coating, line striping, concrete removal and replacement, material hauling, pothole repairs, subsurface utility repairs, right-of-way restoration, steel repairs, traffic barriers and plates, and emergency response for disasters, washouts, structural failures, and winter weather. Contractors must provide labor, equipment, tools, vehicles, and related services, with normal response times of four to 48 hours and emergency response within two hours. Work will be reimbursed on a time-and-materials basis, and the Authority may select multiple firms. Proposals are evaluated on firm experience, qualifications, and past performance; emergency response capability and available resources; and safety, quality management, and project approach. The submission must address representative projects, key personnel, equipment, mobilization, in-house versus subcontracted work, safety and quality procedures, and the Authority’s on-call needs. Evidence of specified general liability, motor vehicle, workers’ compensation, umbrella, errors and omissions, and professional liability insurance is required. The contractor must comply with prevailing-wage, certified-payroll, disadvantaged-business-enterprise, affirmative-action, and other applicable regulatory requirements.
