Description
Rhode Island Housing and Mortgage Finance Corporation is seeking proposals from qualified firms to update existing local zoning and permitting templates and, where necessary, develop new templates that municipalities can use to implement 2026 changes to Rhode Island zoning, planning, and permitting statutes. Proposals must identify the template documents to be amended or created, the legislation addressed by each document, and the rationale for the proposed tools. The scope may also include updates to related checklists and flowcharts created in prior years, but not the existing best-practices resources. Final products must be consistent with the current template and resource format and suitable for use by Rhode Island cities and towns. The anticipated project completion period is two months. Respondents must provide firm information, relevant Rhode Island land-use experience, proposed personnel and subcontractors, two recent similar-work references, information-security details, a detailed fee proposal, protected-class participation information, miscellaneous information, and the required submission certifications.
