Description
The Rhode Island Department of Health, Division of State Health Laboratories, is seeking qualified consultants to perform approximately 6–8 on-site inspections per year of municipal, commercial, environmental, and cannabis analytical laboratories. Services include pre-inspection review, on-site inspections using applicable federal and Rhode Island standards and checklists, detailed reports identifying deviations and recommended corrective actions, review of corrective action plans, recommendations regarding certification categories and methods, inspection scheduling, travel coordination, and participation in adjudication or enforcement proceedings when required. Consultants must possess a bachelor's degree, have successfully completed the EPA Certification Officers Training Course in inorganic chemistry, organic chemistry, and/or microbiology, and have at least three years of experience conducting on-site inspections of environmental laboratories. The response requires a technical proposal limited to six pages, a cost proposal with hourly rates and travel assumptions, relevant client references, proof of EPA training completion, and applicable MBE/WBE/Disability Business Enterprise participation forms. The contract is expected to begin approximately November 1, 2026, with up to four additional 12-month renewal periods; the State does not guarantee a specific number of inspections or payments.
