Description
The City of Thornton Water Quality Laboratory seeks one vendor to provide an all-inclusive lead and copper compliance testing program. The scope includes supplying and shipping sampling kits, resident outreach before kit return, tracking kits and samples, coordinating Colorado-certified laboratory analysis for both lead and copper, sending result letters, reporting exceedances, providing weekly status updates, and supplying multi-user web-based software for program monitoring and results management. Addendum No. Three clarifies that the software must be priced annually, all costs associated with mailed kits must be included in the kit line item, the City will provide sampling-site information and branded letter templates, and the vendor will not recruit volunteers. During reduced monitoring, 75 kits are expected to be delivered to obtain 50 completed analyses between June 1 and September 30; Thornton has no lead service lines, and all sites are Tier 4 under the applicable lead and copper rules. The quotation must price both lead and copper analysis for each sample and acknowledge the addendum.
