The Indian Health Service intends to award a firm-fixed-price sole-source contract to Analytical Products Institute for proficiency testing services supporting the Red Lake Indian Hospital laboratory. The contractor must be a Centers for Medicare and Medicaid Services-approved proficiency provider and supply proficiency-testing materials for all test systems on the Red Lake Service Unit test menus to support compliance with Clinical Laboratory Improvement Amendments and The Joint Commission requirements. The scope includes shipment of proficiency-testing materials, testing support, result evaluation, final reporting, continuing education, and technical support at no additional charge. The anticipated structure is a base period plus four option years, with materials needing to be reserved before December 1, 2026. This is a notice of intent rather than a request for competitive quotes; interested sources must submit clear and convincing evidence of capability and explain why competition would benefit the Government.
