Description
The City of Golden seeks one qualified consultant or team to support coordinated waste-reduction and diversion initiatives. Services include bilingual outreach and education for the Universal Recycling Ordinance; communications and stakeholder engagement for a voluntary Downtown Waste District; future organics outreach and data collection; and residential recycling education focused on accepted materials, contamination reduction, and consistent guidance. Work may include outreach plans, direct communications, workshops, presentations, trainings, surveys, event engagement, data collection and analysis, accessible educational materials, activity tracking, grant-reporting support, and editable final deliverables. The anticipated work extends through July 31, 2029, subject to funding, grant requirements, policy development, and City authorization. Estimated funding available totals $229,381.40, including a $15,000 reserve for direct project expenses. Proposals are limited to 10 pages, with specified appendices and an optional scope-recommendations page. The selected consultant must provide a signed and notarized Acceptance of Conditions Statement, demonstrate relevant municipal and waste-diversion experience, provide at least five references, and comply with applicable accessibility, grant, environmental-information, and artificial-intelligence requirements.
