The State of Hawaii Department of Health's Child and Adolescent Mental Health Division is soliciting proposals for one program providing mental health support services to children and families experiencing homelessness. The service area is the Waianae Coast of Oahu, including beach communities. The target population includes individuals up to age 21 who lack a fixed, regular, and adequate nighttime residence. Required services include culturally competent outreach, assessments, advocacy, warm handoffs, coordination with community and health providers, access to basic needs and educational resources, individual, group, and family therapy, crisis intervention, counseling, trauma-informed care, and performance monitoring. The provider must recruit and supervise qualified staff, conduct required background and reference checks, maintain policies and procedures, support electronic case management and billing through the CAMHD MAX system, comply with Medicaid and HIPAA requirements, and provide financial and program reporting. Telehealth may be used when appropriate, but services must be provided in person when the family or youth does not agree to telehealth. The initial contract term is December 1, 2026, through November 30, 2027, with up to five additional 12-month extensions, subject to funding and performance.
