Description
Atlantic County is soliciting professional services to operate its 12-hour Intoxicated Driver Resource Center program during 2027. The selected agency must provide two counselors and one education staff member for monthly Wednesday–Thursday sessions, with at least one staff member bilingual. Services include screening and interviewing participants, reviewing relevant records and blood-alcohol information, making treatment referrals, and delivering the Intoxicated Driving Program-approved educational curriculum. The program may serve up to 60 clients per session. Counselors must hold the required New Jersey certification or licensure, or qualify as counselor interns, and education staff must have substance-misuse experience and obtain IDRC curriculum certification. The provider must supply a laptop, cocktail mixing set, goggles, and an Intoxiclock; the County will provide the meeting space, instructional equipment, books, client paperwork, offices, security, County staff support, and payment processing. Proposals must address the agency’s qualifications, service approach, screening and staffing procedures, ADA access, cultural and language needs, staffing ratios, resumes and credentials, similar governmental clients, and required certifications. Compensation is capped at $3,500 per class, and the contract term runs from notice of award through December 31, 2027.
