The City of El Segundo is soliciting proposals from qualified nonprofit organizations, public agencies, healthcare providers, behavioral health organizations, and community-based service providers to implement the Substance Abuse Recovery Initiative using California opioid settlement funds. The selected contractor will provide outreach and engagement for individuals experiencing homelessness and substance use disorders; assessments, screenings, case management, recovery navigation, and treatment linkage; harm-reduction and overdose-prevention education; connections to shelter, housing, identification, benefits, and supportive services; coordination with community partners; and monthly and quarterly reporting. The City anticipates awarding up to approximately $100,000 for a twelve-month contract term. Proposals must address organizational background, program design, work plan and timeline, budget, performance measures, and at least three professional references for similar services. The proposal must be submitted as one single PDF not exceeding 5 MB, with a cover letter, authorized signature, detailed line-item budget, and proposed service approach.
