Description
Washington Township seeks a qualified consulting firm to develop an updated, community-based strategic plan. The selected firm will manage the project, facilitate extensive public and stakeholder engagement, conduct five focus groups or listening sessions, design and administer a statistically valid community survey followed by open and internal surveys, and analyze community and organizational input. Outreach must reach residents who do not typically participate in civic dialogue and accommodate residents with disabilities and limited English proficiency. Required deliverables include an outreach plan, SWOT analysis, mission and vision statements with core values, a multi-horizon action plan, a tracking dashboard or reporting tool, and a publicly shareable final compilation document with supporting materials. The plan must incorporate existing Township strategic priorities, provide financially feasible and legally permissible recommendations, and include project management, presentations, reports, communications, and facilitation. Proposals are limited to 25 pages, excluding the cover letter, resumes, insurance certificates, and required appendices; the project’s final deliverables are due no later than July 31, 2027.
