Westchester County, through its Department of Community Mental Health, is seeking a vendor to operate the New York State Office of Mental Health-funded PFC Joseph P. Dwyer Peer Support Program for Veterans, known locally as Vet2Vet. The program provides veteran-led and family-inclusive peer support and suicide-prevention services addressing post-military reintegration, behavioral health, housing, employment, financial services, legal assistance, education, and benefits access. Required activities include in-person and virtual gatherings, single-gender gatherings, social and recreational activities, mentoring, peer-to-peer counseling, information and referrals, community outreach, and coordination with other providers. The program must meet minimum monthly service levels of 100 unduplicated individuals, 25 individual face-to-face or telephone contacts, and 15 support groups, social activities, or events. The selected vendor must designate a program coordinator, support trauma-informed and person-centered care, involve members in program decisions, document outcomes, comply with applicable state and federal requirements, and develop a sustainability plan for continuation if New York State Office of Mental Health funding is reduced or discontinued. Subcontracting or memoranda of understanding may be used with County approval. Each proposal must include a cover letter, Proposer Certification with applicable acknowledgment and certificate of authority documents, Schedules D through K, responses to Schedule A-1, and completed cost proposal and budget justification forms Schedules B-1 and B-2. Schedule B-2 requires detailed justifications for personnel, fringe benefits, office and program supplies, equipment, administration, travel, insurance, telecommunications, utilities, training, property, veteran activities, and contract services. The proposal is evaluated on qualifications and experience, veteran and family services, coordination with providers and stakeholders, trauma-informed care, cost, and sustainability. The anticipated term is one year beginning on or about January 1, 2027, with up to four additional one-year options.
