Description
The City of Providence Department of Housing & Human Services is seeking a qualified firm or organization with experience administering HUD-funded affordable housing programs, particularly HOME-ARP, to provide technical assistance for the City's HOME-ARP program. The consultant will help finalize program policies and procedures; develop an Excel-based development pro forma, underwriting guidelines, checklists, and memorandum templates; create a solicitation and application package; establish evaluation and review materials; and provide staff training. The consultant will also provide initial implementation support and on-call technical and compliance assistance through March 31, 2031, including guidance on HOME-ARP eligibility, underwriting, subsidy layering, affordability and rent requirements, monitoring, reporting, corrective action, HUD guidance, audits, and grant closeout. The City will retain responsibility for program administration, application review, underwriting, scoring, funding recommendations, and funding decisions. Proposals must address firm qualifications, at least three comparable assignments, proposed approach, key personnel, staff-capacity building, at least three references, fixed fees for Tasks 1–4, hourly rates and an annual not-to-exceed amount for Task 5, and conflicts of interest.
