Description
Inland Empire Health Plan is soliciting proposals for alternative-format transcription services that convert member materials, including letters and brochures, from English text into American Sign Language videos. The contractor must use nationally certified interpreters, prepare and research specialized signs, record interpretations in a controlled studio environment with professional audio/video equipment, combine the recorded segments into finished videos, remove audio, and provide the final materials on DVD or USB. Final videos must be mailed directly to IEHP members unless otherwise directed. Requests of eight hours or less must generally be completed within five business days, with an overall service-level expectation of five to seven business days; larger requests require an estimated completion date. The work may involve protected health information and must be performed within the United States. Vendors must address data security, confidentiality, HIPAA-related obligations, background checks, quality assurance, staffing, urgent requests, revisions, and regulatory compliance. Offshore subcontractors are prohibited. The initial contract term is up to one year, with up to four additional one-year renewal periods. Pricing is requested for text-to-ASL services, audio-to-ASL services, DVDs/discs, and USB media.
