Description
The U.S. Department of Justice, through the Executive Office for Immigration Review, seeks a contractor to provide nationwide direct legal representation to unrepresented, detained individuals found by an Immigration Judge or the Board of Immigration Appeals to be incompetent to represent themselves in covered immigration proceedings. Services include case assessment, representation at immigration court and Board of Immigration Appeals proceedings, motions and applications for relief, bond proceedings, appeals, release or repatriation planning, case documentation, reporting, and transition support. The requirement also includes interpretation services in the language needed by each respondent and expert witness services subject to written approval. The contractor must provide qualified representatives, maintain required security approvals, support approximately 600–800 carryover cases and 300–400 new cases, and perform nationwide at detention facilities, immigration courts, and other required locations. The contract is a firm-fixed-price arrangement with one 12-month base period and four 12-month option periods, plus a cost-reimbursement travel CLIN. Amendment 0005 extends the proposal deadline to September 25, 2026, at 10:00 a.m. Eastern Time.
