Description
Allies & Ross Management and Development Corporation (ARMDC), a nonprofit corporation and instrumentality of the Housing Authority of the City of Pittsburgh, is seeking qualified firms or teams for a five-year prequalified pool of co-developers. The RFQ does not establish an initial contract, project-specific scope, minimum assignments, funding commitment, or guaranteed work; future opportunities may be competed through task order proposals. Potential services include master planning; site control; development-team and consultant management; infrastructure planning; design and construction documents; governmental approvals; financing plans and applications involving HUD mixed-finance programs, LIHTCs, tax-exempt bonds, and other funding sources; development and operating budgets; guarantees; construction oversight; property management and asset management; resident relocation; community engagement; supportive-services funding; and compliance with HUD, Section 3, MBE/WBE, accessibility, sustainability, and other applicable requirements. Respondents must demonstrate substantial affordable-housing and HUD-related experience, including at least five years of relevant experience, development of at least 100 affordable or mixed-income rental units, at least three LIHTC properties, and experience with public housing authority programs. Responses must include the required narratives, experience and reference forms, staff resumes, HUD certifications, financial statements, MBE/WBE materials, and Section 3 materials in a single bookmarked PDF, with additional physical-copy requirements for respondents using in-person or mail delivery.
