Description
The Char-West Council of Governments is soliciting bids for the furnishing and delivery of bulk rock salt (sodium chloride) to seven participating municipalities in Allegheny County, Pennsylvania: Bridgeville Borough, Carnegie Borough, Collier Township, Crafton Borough, Crescent Township, Green Tree Borough, and Ingram Borough. The estimated combined annual requirement is 5,950 tons, although actual purchases may vary. The salt must meet specified ASTM D632 and AASHTO M143 standards, chemical-composition requirements, moisture limits, sieve gradations, and anti-caking treatment requirements. The successful bidder must provide bulk deliveries, maintain adequate trucks, loading equipment, storage, and emergency distribution capability, and meet delivery schedules based on order size. The scope also includes order tracking, delivery reporting, designated service facilities, an emergency distribution plan, a local field representative, and a pre-winter meeting. The contract term is October 1, 2026, through June 30, 2027, with no additional option year unless mutually agreed in writing. Bidders must submit primary bulk-delivery pricing, alternate pickup and pre-winter pricing, facility information, and an emergency distribution plan. A bid bond or certified check of at least 10% of the bid is required, and the successful bidder must provide a performance bond equal to 50% of the total contract value after award.
