Description
The Indianapolis Housing Agency, including its nonprofit affiliate InSight Development Corporation, is soliciting proposals for vacant-unit preparation and renovation services involving vinyl siding repairs and gutter/downspout replacement on approximately 300 one- and two-story residential dwellings. Contractors must provide all labor, supervision, materials, tools, equipment, transportation, permits, and incidentals; respond to task orders; complete assigned work and punch-list corrections within the Agency's required schedules; and leave units safe, clean, functional, and move-in ready. The scope includes staffing, quality control, inspections, security identification, key control, signage and barricades, background checks and drug screening, HUD and Davis-Bacon wage compliance, a 12-month workmanship warranty, and supporting documentation for task-order invoices. Contractors may subcontract all or part of the work subject to Agency approval. Proposals will be evaluated on experience and qualifications, staffing and project management, resources and logistics, past performance, pricing, and Section 3 participation. The Agency anticipates awarding two contracts, one with the Indianapolis Housing Agency and one with InSight Development Corporation, each for a one-year term with up to four additional one-year renewal options.
