Description
The Indianapolis Housing Agency (IHA), including its nonprofit affiliate InSight Development Corporation, is soliciting qualified contractors to provide vacant-unit preparation and renovation painting services for approximately 300 dwelling units. Contractors must provide all labor, supervision, materials, tools, equipment, transportation, permits, and incidentals necessary to restore units to safe, sanitary, functional, and move-in-ready conditions. Work includes preparing and painting surfaces, repairing and finishing drywall and related wall and ceiling surfaces, correcting holes, cracks, dents, and other imperfections, applying spackle, joint compound, caulk, and approved finishing materials, and performing minor drywall removal and replacement as required by task orders. Assignments will be issued throughout the contract term, with work generally beginning within 24 hours of notification and units completed within the required schedule, including punch-list corrections and final inspection. Contractors must comply with applicable building codes, OSHA requirements, HUD standards, Davis-Bacon and related wage requirements, and agency quality-control procedures. Requirements include qualified staffing, identification badges or uniforms, background checks and drug screening, a 12-month workmanship warranty, current insurance, and three references for similar services performed within the past five years. Subcontracting all or part of the work is permitted subject to agency approval. The agency anticipates two resulting contracts, one with IHA and one with InSight, each with a one-year term and up to four additional one-year renewal options.
