Indiana University is requesting proposals from firms to conduct a phased administrative structure and organizational effectiveness review for the IU School of Medicine. The engagement will establish a current-state organizational baseline; assess reporting relationships, staffing, management layers, roles, decision rights, workflows, capacity, duplication, fragmentation, and service-delivery models; benchmark relevant peers; and evaluate remote or hybrid workforce, job architecture, data and analytics, and other cross-cutting capabilities. The selected firm will develop future-state operating-model and organizational options, quantify supported efficiency and financial opportunities, clarify accountability and interfaces, and provide prioritized recommendations, an implementation roadmap, governance, change-management requirements, workforce implications, and measures of success. Required deliverables include a detailed workplan, current-state baseline, diagnostic findings, future-state options, final recommendations, implementation roadmap, executive presentation, supporting materials, and underlying analytic files. Respondents must describe their qualifications, methodology, stakeholder-engagement approach, proposed team, workplan, data requirements, implementation experience, conflicts, contractual exceptions, and detailed pricing for Phases I–III plus separately priced optional Phase IV implementation support.
