The Naval Air Systems Command, V-22 Joint Program Office, intends to negotiate a sole-source delivery order under Basic Ordering Agreement N00019-25-G-0009 with Raytheon Company. The effort covers non-recurring engineering and support for design analysis, development technical reviews, and improvements to the Common Open-systems Network, Network Ethernet eXpansion infrastructure, Platform Data Services, and Display as a Service software subcomponents. The notice is a presolicitation and explicitly states that it is not a request for competitive proposals. Raytheon is identified as the original equipment manufacturer and the only responsible source because the Government does not possess the technical data required for the contemplated work. Interested parties may submit capability information for consideration in determining whether the procurement should be competed.
