Description
The Town of Pittsboro is requesting statements of qualifications from a qualified consulting firm to comprehensively update its Unified Development Ordinance. The scope includes developing a project timeline and community outreach strategy; conducting a diagnostic review of the current ordinance for consistency with North Carolina General Statutes, applicable federal law, and judicial rulings; identifying regulatory gaps and implementation barriers; and preparing recommendations for retaining, revising, replacing, or supplementing existing provisions. The selected consultant will prepare and present stakeholder workshops, conduct periodic meetings with Town staff and a project steering committee, and produce a complete, searchable, internally consistent UDO with ordinance text, charts, graphics, references, and accurate cross-references. Required deliverables are a UDO Diagnostic Report, UDO Update Framework, Draft UDO Update, and Final UDO in print and digital formats. The response must include the firm's qualifications, relevant experience, project team, references, proposed scope, and schedule.
