DURHAM COUNTY LEGAL NOTICE Repair/Rebuild of Cooling Tower #2 of Durham County Detention Center RFP No. 27-009 The County of Durham will receive sealed proposals for a qualified Contractor to establish a contract to provide a complete turnkey, internal and mechanical repair/rebuild of Cooling Tower #2, with the intent to restore the equipment to reliable operating condition and restore, to the greatest extent practicable, the original equipment's airflow, water distribution, heat-transfer capability, mechanical reliability, corrosion resistance, safe operation, and serviceability on November 19, 2026, at 2:00 P.M Eastern Time, in the Durham County Purchasing Division of Finance, 201 East Main Street, 7th Floor, Room 703, Durham, North Carolina 27701. No proposals will be accepted after the official time and date. MANDATORY SITE VISIT: A MANDATORY SITE VISIT will be held at 9:00 A.M. Eastern Time, on October 20, 2026, located at Durham County Detention Center, 219 South Mangum Street, Durham NC 27701. Assembly will be convened at the rear loading dock. An electronic copy of this Request for Proposal (RFP) can be obtained by registering with Durham County's eBid System located under Bid Opportunities https://dconc.gov/Finance/Purchasing/Bid-Opportunities. Description
Durham County is soliciting sealed proposals from a qualified contractor to provide a complete turnkey internal and mechanical repair and rebuild of Cooling Tower #2, a Baltimore Aircoil Company Series 3000, Model 3272C-2 cooling tower, at the Durham County Detention Center. The scope includes replacement of fill media and supports, fan shaft and bearing assemblies, fan assembly, motor, sheaves, belts, motor base, fan cylinder, corrosion treatment, cleaning, rigging, installation, testing, commissioning, closeout, and warranty service. The contractor must inspect and document other components, price optional replacements separately, coordinate security and facility operations, and provide outage, safety, tool-control, schedule, and startup plans. The project must be completed within 365 calendar days after Notice to Proceed, including procurement, installation, startup, closeout, and follow-up inspections. Proposals are limited to 30 double-sided or 60 single-sided pages, excluding specified covers, dividers, resumes, and forms, and must include the required signed forms, executive summary, corporate overview, technical approach, organization and staffing information, qualifications and experience, conflict-of-interest disclosure, pricing, and comparable-project references. One original and three hard copies are required. A mandatory site visit is required before submitting a proposal.
