Description
Boulder County Housing Department is seeking Statements of Qualifications from contractors to provide mobile home replacement services under its Community Development Block Grant–Disaster Recovery program. The work will address mobile homes damaged by the December 30, 2021, high-wind event and support safe, resilient, and habitable housing for eligible low- and moderate-income households. The County expects to establish a pre-qualified contractor pool; selection does not guarantee work, and future projects will be issued through task orders or project-specific agreements. Potential services include helping homeowners select eligible replacement manufactured homes; site visits and feasibility assessments; environmental coordination, including asbestos and radon services when required; demolition and removal of existing homes; site preparation, grading, foundations, piers, anchoring, drainage, utility disconnection and reconnection; transportation and installation of replacement homes; finish work, accessibility features, inspections, punch-list completion, warranties, and closeout documentation. Contractors must demonstrate relevant manufactured-home and residential construction experience, capacity for multiple projects, qualified personnel and subcontractors, licensing and registrations, federal-program compliance, Section 3 reporting, and energy-efficient and resilient construction practices. The County currently anticipates approximately $900,000 in program funding and approximately three replacement projects, but no fixed per-household budget or guaranteed work is established.
