Description
The City of Westminster is soliciting proposals for comprehensive traffic signal maintenance and emergency repair services at approximately 117 signal locations, along with preventive maintenance, reporting, signal modifications, timing changes, equipment replacement, school flasher and warning beacon work, and related engineering services. The scope also includes maintenance and repair of city-owned street lights, including luminaires, ballasts or drivers, poles, underground wiring, and electrical service equipment. The contractor must provide all labor, equipment, materials, vehicles, and personnel; maintain 24/7 emergency response capability with arrival within one hour of notification; complete annual inspections before September 1; submit work and inspection reports; and comply with applicable Colorado Department of Transportation permitting and traffic-control requirements. Required qualifications include IMSA Technician Levels I, II, and III, Master Electrician, and crane operator certifications. Pricing is based on the provided fee schedule and time-and-materials rates, with an estimated five-year term consisting of one initial year and four one-year renewals. Proposals must include a separate fee schedule, technical approach, reporting and monitoring approach, warranties, three recent Colorado-region references, licenses and certifications, insurance proof, and other specified business documentation.
