Description
The City of Boulder, through its Parks and Recreation Department, is seeking a qualified contractor or design-build team to provide risk assessment, engineering, procurement, and installation services for pedestrian safety bollards within the four-block Pearl Street Mall. The scope includes validating the preliminary layout; conducting safety and security assessments; preparing engineering and construction documents; estimating costs; coordinating permits and utilities; procuring materials; managing construction; installing and testing the system; training staff; and completing project closeout. The system may include fixed, removable, or retractable crash-rated and non-crash-rated bollards, along with alternative protective structures such as planters or boulders. The work must address historic-district requirements, emergency and service access, deliveries, events, accessibility, utilities, drainage, pedestrian circulation, pavement restoration, and active public-space operations. Proposers must demonstrate relevant experience with vehicle access-control systems, removable bollards, vehicle barriers, pedestrian safety, structural and foundation engineering, permitting, utility coordination, and construction management.
