Description
The City of Westminster seeks a qualified consultant to develop a comprehensive Complete Streets policy guiding future transportation projects for safe, context-sensitive, environmentally conscious, and multimodal transportation networks. The scope includes project management; community outreach and education; stakeholder, elected-official, and public engagement; existing-conditions and best-practices research; analysis of emerging transportation trends; and preparation of related memoranda. The consultant will review three roadway corridors and develop implementation strategies, including proposed upgrades, costs, and conceptual design graphics. The work also includes drafting and finalizing a Complete Streets policy addressing bicycle and pedestrian infrastructure, crosswalks, first- and last-mile connectivity, implementation priorities, funding, performance metrics, project selection, land use, context sensitivity, and stakeholder education. Proposals must include the Vendor Questionnaire, completed Fee Schedule, experience and references, technical approach, compliance and risk-management information, insurance proof, applicable contract redlines, subcontractor information, and required good-standing documentation.
